I recently learned that muscles lose elasticity after a few seconds. Knowing this:

If you were doing an exercise, bench press or pushups, and you held the weight/your body in the down position for a few seconds then exploded the weight/your body up, would you build more explosiveness?

Having talked to many sport trainers, you are correct in your statement. They have all told me to become more explosive to lift weights by slowly declining with the weight, pausing and then pushing it weight up forcefully. Althought, they do caution to do the montion all controlled.

On of the best ways to become really explosive is to do polymetrics. Doing clap push ups are a form of polymetrics so is jumping as high as you can 10 times in a row.
