Can someone explain what this phrase means. Its been said by hideous numerous times about jook lum spm with no explaination of what it exactly means.

I don't know the anser you are looking for but in many CMA, Yin hands means back of the hand toward the sky, like a Western boxer's punch, while the Yang hand is either a vertical fist or palm up fist like an uppercut.
It means not using strength against strength, bridging very lightly - or not at all,
and not allowing the opponent to "feel your intent" though your hands.
The "Mui-Fa" or "Plum Blossom" hands of SPM are known for this, but its
not just having a light touch, its a high form of the art that few have seen,
and even fewer have mastered.
