1)when people use this term are they still referring to a fairly long staff, eyebrow height perhaps? or do they mean hip height like a cane?
2)in kung fu in general are techniques practised with a 3-4 foot staff? or would you just apply your sword techniques with a stick?

It's probably also worthy of note that there are bian - hard whips - which were basically knurled iron rods. They had a handle, so they weren't as simple as your plain old nipple bang.
