Dead or Alive legal issues

If the US gov states that a person is wanted dead or alive, does that give civillians clearance to kill, should they locate said wanted person?

In the days of the Old West(God bless em), it really just meant that you would recieve a reward no matter what condition the person was brought in. No questions were asked as to how they got in that condition.

I don't think they do the "dead or alive" thing anymore.
