Yeah, it's SEO, or Site Enhancement Oil. Instead of regular steroids, which inject hormones, SEO's inject oil directly into the muscle to "expand" it. Some bodybuilders use it on lagging areas, like calves or rear delts. This guy went a little overboard with it. I didn't view the site, but I've seen pictures of him where his two biceps don't even match... one has a high peak, the other looks "deflated."

There's a rule in bodybuilding that says your biceps should be the same size as your calves. I mean the diameter around your flexed upper arm should be the same as the diameter around your calf.
