basic head raises forward (laying on your back) and backward (laying on your front) and left (laying on your right side) and right (laying on your left side) are nice and easy and don't require any weights.

I dont honestly know any neck specific excersizes, but when you roll your head around (to stretch your neck) you should never go all the way around. If your nose is at 12, you should never roll back past 4 on one side or 8 on the other. Is bad for your neck if you have ever had any "whiplash" style injury, and almost everyone has.

If you go to a gym you can use the knee lift machine in a different sort of way. Raise it up and get your head under it and do backward reps that way or if your gym has one of those old school neck machines.

Put your palm on your forehead and push your chin to your chest. Increase resistance as necessary.
