It's based on the comic book series Lone Wolf and Cub, and I believe it's a combination of 2 movies that were made based on the series in an attempt to turn the two into one stand-alone movie. There is a whole series of films and TV shows that were made in Japan based on Lone Wolf and Cub, and I believe that was the first thing that was intended for export.
