Nope. 'Sfar as I know, it's part of the promotional stuff. The head is one of the two avatars in the game.

It's made by the character artists that worked for the game Capcom VS SNK (/2). Probebly some relativly unknown japs..

but may the colourist be praised for the fine attention to detail especially in the muscle definition & tone etc.

There's a Street Fighter comic series starting this month (It think, maybe next month) done by IMAGE. It'll be a series n it should b pretty awsome!
