What is Tiger Crane Kung Fu? And how does it differ from Wing Chun? Is it as affective as over styles? Thanks

You might get a better response in the Southern Forum. Tiger Crane is an off-shoot of Hung Gar, which has little in common in with Wing Chun.

Tiger Crane kung fu has nothing to do with wing chun unless one has a POV that evrything is connected with everything else- which
ontologically mat or may not be the case.
Tiger/crane appears in several places- most notably it is a major hung ga form.

"What is Tiger Crane Kung Fu?"

Hung family supposedly put at least some of their key and/or basic techniques in to a combination of Tiger Style and Crane Style perhaps of Shao-lin. Perhaps from whom it came, the more history minded could better say. I can speak some of the hearsay.

In Shao-lin there were five animals that were particularly associated with each other. Shao-lin and Hung Family have these but give different if only slightly different order to them. Hung Family might have it Dragon(grappling;large area), Snake (smaller area), Tiger(Power/offense; large area), Leopard (aggressive; smaller area), Crane (libido (sperm); defensive). Shao-lin might have it Tiger(bones, tendons), Leopard (strength), Dragon (spirit), Snake(Breath (Chi (Qi))), Crane (at least the ligaments). (Choy Li Fut has these five but a different style than either of the other two and different order I think).

But for Tiger/Crane think Shao-lin or Hung Family. It is the combining of the most powerful and aggressive (Tiger) (more at offensive) and the most defensive (Crane) of the five animals.

"And how does it differ from Wing Chun?"

Tiger/Crane is named after Hung family's combination of theirs or Shao-lin's Tiger style and theirs or Shao-lin's Crane style.

(Hung family)Tiger/Crane has at least five stances .

Tiger/Crane strikes outside the centerline as well as centerline.

Tiger/Crane has more types of hands than Wing Chun.

Tiger Crane is not a system but merely a style (form)

Tiger Crane form can be considered to have more than ten techniques.

Tiger/Crane uses the arms seperating away from the center of the body to attack or deflect/block

One might think suchly for a start.

"Is it as affective as over styles? Thanks"

Effective as other styles? I think it was considered at least a good style. Perhaps middle to middle top.

Tiger Crane is one of the core sets of the Hung system. It is also its most popular set, which is why many people refer to the Hung style as the Tiger Crane style. No doubt there are many other styles with Tiger Crane forms or techniques in them. However, due to the popularity of the form, Hung Gar is probably most closely associated with these two animals.
