I say make'em retake their driver's test every year past age 70, even if they are in the master's division in Water Polo or setting AARP records in Weightlifting.

Or, make everyone take the driving test every year or two, and make it more complex so that not everyone can pass. Involve evasive manuvers, and related physics issues like what happens in a front wheel drive car if you're oversteering and you come off the gas.

Not saying I'm in favor of that, just saying it's another option.

Because there are a lot of bad old drivers out there, but there are a lot of bad young and middle aged drivers, too.

And tax the cr@p out of passenger vehicles, especially oversize ones (Ford Expedition, I'm looking at you! You too, Hummer!) Furthermore, spend plenty of public money on good, usable, reliable public transportation. Make sure it goes everywhere, not just downtown and the poor parts of the city. Also, make it start early and run late. Clear up lots of space for bike and pedestrian traffic.
