I believe the 2nd one is meant for Choy Lee Fut, though I could be wrong.
To be fair, I don't think that one should be included here.

No, its called "martial arm." It's supposed to be an "evolved" dummy or something, from their website. Hmm... looks like when a jong evolved, it lost 2 arms and a leg.

After reviewing the entire site to which you refer and watching each video clip, I am even more convinced.
1. The movement of the arm is nearly identical to a Choy Lee Fut dummy's arm but with a second articulation at the elbow.
2. The techniques demonstrated are not Ving Tsun. The site claims they are from Karate and Jeet Kune Do.
3. The site makes no mention of of any Ving Tsun influence at all. There is, however, a banner ad from a martial arts supply store which sells some Ving Tsun supplies. Not surprisingly, they also sell many other supplies, including the "MartialArm."
4. The creator of the device says it was developed based on the theories of a Mr. Lawrence Lee. Mr. Lee practices an art which the site calls "Martial Science" or "Total Control." However, I suspect this is the same Lawrence Lee from Australia who taught an art called "Tong Keun Do," which I believe is a "Jeet Kune Do/Tang Soo Do Karate" variant.
All I'm saying is that if we are to judge what is and is not a decent dummy for practicing Ving Tsun, we must, at least, be in the right ball park. Otherwise, we would have to to discuss how effective dummies such as these would be for Ving Tsun training:

If we are not studying the other art to the level of knowledge required to understand the nature of it's dummy, then we are not qualified to comment on whether the other art's training apparatus is authentic.

Hey,
FYI, I was watching the "Secret of the Snake and Crane" last night. They have a scene with a dummy in it that has 3 "arms" aligned vertically, high, mid and low positions.
