What is the name and use of the open hand, back handed attack that you see in CLF and some other styles. Is this an effective attack or is it more of a distraction. ( I heard that Tong Bei Quan uses this kind of attack as a distraction to set up a more powerful strike.)

it is the Bi tze lap. It is not uncommon to pimp style either. hardeeharhar.

We used to refer to the open hand slap as the "ho choy". :p

Yeah, either Dot Jeung (nailing on palm) or Been Jeung (whipping palm) depending on the emphasis. In the 5 animals system I know the whipping palm is often used to enter, followed by a Tsang Jeung (spade palm), or to cover a turn when retreating. If you've conditioned your hands well, there's no real reason it shouldn't work as a full strike (indeed, they do it in Pigua and Tong Bei), but the pressure won't be so great due to the increased area.
