Is the Crouching Tiger posture in Cheng style Bagua a palm strike using the forward arm?

If you mean the bai bu turn in the single change, the answer is....it can be.

If you assume a squatting stance or Pu Bu first and then rise up to be in the Bow stance or Gong Bu and you also move your plam forward and upward.

This is called penetrating Kao palm or Chuan Kao Zhang 穿靠掌.

And yes, it is to use the forearm, upper arm or even shoulder to hit or Kao the opponent's leg, rib side, abdomen or chest and make him fall.

The Pu Bu is usually called the Golden Dragon Enter the Sea or Jin Long Ru Hai 金龙入海.

Chuan Zhang is used to get close to the opponent by extending your arm.
