Ive seen this phrase in some signatures. Can anyone tell me what this means?

Illustrates the order of importance of the attributes required for a fight.

its a cantonese saying...

means your kung fu is nothing if u dont have the balls and the strength to use it..

I don't think it is strictly a Cantonese saying, as I have seen it written in caligraphy and spoken in Manderin as well.
Gene Ching had this on the back of one of the old issues as well, so perhaps he could shed some light on the subject.
