So, supposedly in the early Song Dynasty there was these fake monks posing as real shaolin monks that sucked and Fu Ju made the martial monks take a test to see if anyone sucked and they were kicked out too.

THAT's why the 18 (or whatever) masters were gathered by Fu JU to improve and standardized what the martial monks (think: guards) were going to do.

Emperor Tai Tzu sent his now retired generals there to teach their best techniques (he needed to keep them busy since he forced them to retire so that they didn't get bored and stage a coup against him).

So, the Tai Tzu Chang Quan was one set that was developed, and other were too.
This set and Tong Bei (as had been the style of General Han Tong, who was killed defending the Zhou emperor against Zhao Kuang Yin's coup - Gen Tong was a friend of Zhao's and his Tong Bei was supposedly what the army used back then) were the foundations for the other sets that were developed.
