Is "Needle in cotton" a concept like move slow as seen in Tai Chi, or is it a combination of techniques?. Kaido has a similar form except half way through you speed up and run through it...like you move slow, needle in cotton, and then explode!.

Depending upon the lineage, different Tibetan/Lion's Roar martial arts have different approaches to internal
There are
the needle in cotton
the "dou lo sau"
18 Lo Han Gung
vajra (diamond body) gung
My opinion is that the dou lo sau is older than needle in cotton and that needle in cotton is derived from it.... probably originally short individual exercises that were strung into a set... probably in an attempt to mimic Taiji
There are at least 3 versions of needle in cotton, some have no visible "crane" element to them while others clearly try to play up the crane link
