It would vary from state(province) to state and country to country, but I think under the age of 13 is pretty standard, maybe 12, again, it depends on the country/state/province.

I could see maybe a teenager who has developed, but even then I think the bigger issue is more along the lines of teenagers having sex amongst themselves more than some stranger molesting them.

By my estimation not too long ago girls where married off as soon as they had their first period. So the psychological capability is certainly there. It is just within the context of our modern society that it has been deemed wrong. So our higher moral thought must struggle with the lower psycho-physiological drive. Not enough people win that battle.

most of these guys had kids or very normal jobs didnt they
so they may seem not interested in 12-14 year olds but its more hidden than you would think

i'm a teenager
alot of my friends hae had sex
i think its less of a problem as most people protect themselves and know when they are ready for it between them and their partner
every teenager is different so its hard to generealise when someone is ready or not

i think the real issue is before puberty, in the home etc

i do know a few girls that were forced into sex in their first year at high school (which is about 11-12 years old)

When you think about your own kids, it's not only adults you have to protect them from, but other kids who have been sexually abused. These kids can act out in sexual ways. Kids abusing kids, brings a whole new meaning to play date. Think about that the next time your kid wants to sleep over at someones house, it's enough to make you paranoid.

and quite a few of them end up in court for REAL

personally if i was in their shoes in a 13 year olds house and was the kind of sick perverted-probably-cant-stand-up-for-himself-weakling-kinda guy

then i'd assume the guy is her dad and try to make some kind of peace before making anexit as i would figure out that the guy could probably catch me and beat my arse so its probably in the guys interest to stay there adn try and talk to the guy who u'd assume if the guy was her father would be suitably p!ssed
