While a deficit is of concern, the whole "foreign debt" thing is a load of crock and it used by governments to justify a whole bunch of crap, typically tax increases.
If any goverment was to come "collecting" on their debt, then Government A would collect from Government B, to pay off C, so B now collects from D and so on and so on.
Please, the world economy would be in the gutter if anyone ever decided to collect on foreign debt.
