Secretary Gates' was treated as an unofficial Guest of Honor in China, by a public display of the J-20 Chinese Stealth Bomber, to co-incide with his visit. To make a foreign dignitary an official Guest of Honor, their country would have to be an active military ally.
A public display without a foreign dignitary nearby, would imply its capability to be used, on all foreigners, even worse would be a private unveiling of the J-20 Stealth Bomb, flying near South Korea.

BEIJING – China's radar-eluding stealth fighter made its first-known test flight Tuesday, marking dramatic progress in the country's efforts to develop cutting-edge military technologies.
The prototype plane dubbed the J-20 flew for about 15 minutes over an airfield in the southwestern city of Chengdu where it was spotted carrying out runway tests last week, Kanwa Asian Defense magazine editor Andrei Chang said.
Photos of the plane in flight and on the ground surrounded by men in civilian clothes and army overcoats were also posted on unofficial Chinese military websites.
