consider this... most rapes go unreported... and consider this too... girl marine is raped by superior... legal crap gets dragged out for years before a trial even starts, if at all, and then they now have to prove all this stuff that is old evidence now... memories are stale etc etc... systemic failure at its worst... why??? coz they cant afford to lose any personel...
