I know it is an inscription from the Wushu Association Xiang'an but do not know what it says.

Did some digging and tried to work it out myself. I believe it is a word of congratulations sent to the World Cup International Wushu Competition (held in Taiwan). The meaning of the words is "Strengthen the Skill of Martial Arts. Value the Ethics of Martial Arts. Spread the Spirit of Martial Arts".

the spirits or bravery of martial/fighting like the ocean waves

mighty, big, wide and recurring

or just grand.
