I googled the phrase and found it's a variant on an old couplet that you would find on a local shrine:

神灵哉不威自畏 公老矣有德而尊

This is your version:
仙灵哉不威自畏 师老矣有德而尊

The change in the first characters is insignificant since they both mean pretty much the same thing. The second one also changed the meaning only slightly, from "respected elder" to "teacher".

I can only make vague sense out of it. Something about being afraid if the spirits are not severe/powreful and the second line says something like, "When the teacher is old, if he has achievement/virtue, then me must be respected. :o

Maybe someone who is better with this old poetic stuff can explain it.
