Form and Consciousness

Does form create consciousness, or consciouness create form?

What is your view and why?

I would say that although these both occur, it is consciousness that creates form, since I see conciousness as better in dealing with essences and formation.

Meditation of Qigong could be viewed as consciousness creating form.

This reminds me of the circular nonsense that The Architect was saying in The Matrix: Revolutions. I HATED that movie... and I really hated The Architect.
