aaa A. AR 600-8-22, MILITARY AWARDS, 25 FEB 95.
1. THIS MILPER MESSAGE WILL EXPIRE 31 MARCH 2000.

2. THIS MESSAGE ANNOUNCES AWARD OF THE COMBAT INFANTRYMAN BADGE (CIB) AND COMBAT MEDICAL BADGE (CMB) FOR SERVICE IN EL SALVADOR FOR THE PERIOD 1 JAN 81 TO 1 FEB 92, AS AN EXCEPTION TO POLICY. (The Korean DMZ Veterans should receive their CIBs as an exception to policy as well)

3. SPECIFIC ELIGIBILITY REQUIREMENTS.

A. COMBAT INFANTRYMAN BADGE. A SOLDIER MUST BE AN INFANTRY OR SPECIAL FORCES OFFICER (SSI 11 OR 18) IN THE GRADE OF COLONEL OR BELOW, OR AN ARMY ENLISTED SOLDIER OR WARRANT OFFICER WITH AN INFANTRY OR SPECIAL FORCES MOS, WHO SUBSEQUENT TO 6 DEC 41 HAS SATISFACTORILY PERFORMED DUTY WHILE ASSIGNED OR ATTACHED AS A MEMBER OF AN INFANTRY, RANGER OR SPECIAL FORCES UNIT OF BRIGADE, REGIMENTAL, OR SMALLER SIZE DURING ANY PERIOD SUCH UNIT WAS ENGAGED IN ACTIVE GROUND COMBAT.

(1) SPECIAL PROVISIONS--EL SALVADOR. FROM 1 JANUARY 1981 TO 1 FEBRUARY 1992. TO QUALIFY FOR AWARD OF THE CIB, A SOLDIER MUST HAVE BEEN:

(A) A MEMBER OF USMILGP-EL SALVADOR ASSIGNED AS AN ADVISOR TO A MILITARY REGION OR ZONE OF ARMED FORCES OF EL SALVADOR (ESAF), OR WHILE SERVING WITH AN INFANTRY UNIT, OR SPECIALIZED INFANTRY-TYPE OR IRREGULAR-TYPE COMBAT UNIT OF BRIGADE OR SMALLER SIZE OF ESAF.

(B) ASSIGNED AS A MEMBER OF A MOBILE TRAINING TEAM THAT WAS ATTACHED TO OR WORKING WITH AN INFANTRY UNIT, OR A SPECIALIZED INFANTRY-TYPE OR IRREGULAR-TYPE COMBAT UNIT OF BRIGADE SIZE OR SMALLER OF ESAF.

(C) PERSONALLY PRESENT AND UNDER HOSTILE FIRE WHILE ASSIGNED AS SPECIFIED IN (A) AND (B) ABOVE.(El Salvador Veterans don’t have to be shot at 5 separate times like Korean DMZ vets—are El Salvador Vets 5 times more valuable than Korean DMZ Vets?)

B. COMBAT MEDICAL BADGE. THE CMB IS AUTHORIZED FOR AWARD TO ARMY MEDICAL DEPARTMENT PERSONNEL (COLONEL AND BELOW), NAVY MEDICAL DEPARTMENT PERSONNEL (CAPTAINS AND BELOW), AND AIR FORCE MEDICAL SERVICE PERSONNEL (COLONELS AND BELOW) ASSIGNED OR ATTACHED BY APPROPRIATE ORDERS TO AN INFANTRY UNIT OF BRIGADE, REGIMENTAL, OR SMALLER SIZE, OR TO A MEDICAL UNIT OF COMPANY OR SMALLER SIZE, ORGANIC TO AN INFANTRY UNIT OF BRIGADE OR SMALLER SIZE, DURING ANY PERIOD THE INFANTRY UNIT WAS ENGAGED IN ACTUAL GROUND COMBAT, ARE ELIGIBLE FOR AWARD OF THE CMB, PROVIDED THEY WERE PERSONALLY PRESENT AND UNDER FIRE DURING SUCH GROUND COMBAT AND SATSIFACTORLIY PERFORMED MEDICAL DUTIES. SPECIAL FORCES PERSONNEL POSSESSING MILITARY OCCUPATIONAL SPECIALITY 18D (SPECIAL OPERATIONS MEDICAL SERGEANT) WHO SATISFACTORILY PERFORMED MEDICAL DUTIES WHILE ASSIGNED OR ATTACHED TO A SPECIAL FORCES UNIT DURING ANY PERIOD THE UNIT WAS ENGAGED IN ACTUAL GROUND COMBAT, PROVIDED THEY WERE PERSONALLY PRESENT AND UNDER FIRE.

(C) PERSONALLY PRESENT AND UNDER HOSTILE FIRE WHILE ASSIGNED AS SPECIFIED IN (A) OR (B) ABOVE.

4. APPROVAL AUTHORITY. APPROVAL AUTHORITY FOR AWARD OF THE CIB/CMB FOR SERVICE IN EL SALVADOR IS THE COMMANDER, PERSCOM, ATTN: TAPC-PDO-PA, ALEXANDRIA, VA 22332-0471. REQUESTS FOR AWARD OF THE CIB/CMB WILL BE SUBMITTED THROUGH THE SOLDIER'S CURRENT CHAIN OF COMMAND TO PERSCOM AND MUST INCLUDE THE FOLLOWING INFORMATION AND/OR DOCUMENTATION:

A. NUMBER/NAMES OF SOLDIERS INVOLVED IN ACTIVE GROUND COMBAT;

B. THE SIZE OF THE ELEMENTS INVOLVED (FRIENDLY AND ENEMY, ESTIMATE NUMBER ENEMY WHEN REQUIRED);

C. THE TYPE, INTENSITY AND DURATION OF FIRE EXCHANGED; AND

D. THE TYPE OF OPERATION/INCIDENT THAT PRECIPITATED THE GROUND COMBAT.

5. VETERANS MAY REQUEST AWARD OF THE CIB/CMB FROM COMMANDER, PERSCOM, ATTN: TAPC-PDO-PA, 200 STOVALL STREET, ALEXANDRIA, VA 22332-0471.

6. SUBSEQUENT AWARDS. A SEPARATE AWARD OF THE CIB/CMB IS AUTHORIZED FOR QUALIFIED SOLDIERS IN ANY OF THE FOLLOWING THREE CONFLICTS: WORLD WAR II (7 DEC 41 TO 3 SEP 45); THE KOREAN WAR (27 JUN 50 TO 27 JUL 53); THE VIETNAM CONFLICT. SERVICE IN THE VIETNAM CONFLICT AFTER 1 MAR 61 COMBINED WITH QUALIFYING SERVICE IN THE FOLLOWING OPERATIONS IS RECOGNIZED BY ONE AWARD OF THE CIB OR CMB REGARDLESS OF WHETHER A SOLDIER HAS SERVED ONE OR MULTIPLE TOURS IN ANY OR ALL OF THE FOLLOWING AREAS:

A. LAOS, FROM 19 APR 61 TO 6 OCT 62.
B. DOMINICAN REPUBLIC, FROM 28 APR 65 TO 1 SEP 66.
C. KOREA ON THE DMZ, AFTER 4 JAN 69, BUT BEFORE 31 MAR 94.
D. GRENADA, FROM 23 OCT TO 21 NOV 83.
E. PANAMA, FROM 20 DEC 89 TO 31 JAN 90.
F. PERSIAN GULF WAR, FROM 17 JAN 91 TO 11 APR 91.
G. SOMALIA, 5 JUN 93 TO 31 MAR 94.
H. EL SALVADOR, 1 JAN 81 TO 1 FEB 92.

7. IF A SOLDIER HAS BEEN AWARDED THE CIB/CMB FOR SERVICE IN THE VIETNAM CONFLICT OR ANY OF THE VIETNAM-ERA AREAS LISTED ABOVE, THAT SOLDIER IS NOT ELIGIBLE TO EARN A SUBSEQUENT AWARD OF THE CIB/CMB DURING THAT SAME ERA.

8. WEAR POLICY. SEE PARAGRAPH 28-17, AR 670-1, WEAR AND APPEARANCE OF THE ARMY UNIFORMS AND INSIGNA, 1 SEP 92.


8.6.H Korea
Extract from Army Regulations 600-22-8

h. Korea. Subsequent to 4 January 1969, a soldier must have--

(1) Served in the hostile fire area at least 60 days and been authorized hostile fire pay. (should be waived)

(2) Been assigned to an infantry unit of company or smaller size and must be an infantry officer in the grade of captain or lower. Warrant officers and enlisted men must possess an infantry MOS. In the case of an officer whose basic branch is other than infantry who, under appropriate orders, has commanded an infantry company or smaller size infantry unit for at least 30 days, the award may be made provided all the following requirements are met.

(3) Been engaged with the enemy in the hostile fire area or in active ground combat involving an exchange of small arms fire at least 5 times. (should be reduced to 1 time- should be consistent with to El Salvador)

(4) Been recommended personally by each commander in the chain of command and approved at division level (can not be recommended because of current policy not to recognize those who have been engaged). If killed or wounded as a direct result of overt enemy action, he must be recommended personally by each commander in the chain of command and approved at division level. In the case of infantrymen killed by enemy action, the requirement for at least 5 engagements ((3) above) and the requirement for the incident to have taken place in the hostile fire area, including the 60-day requirement ((1) above), will be waived (should be waived PERIOD and BE CONSISTENT WITH EL SALVADOR). In the case of individuals wounded, even though outside the hostile fire area, the 5 engagements requirement and the 60-day requirement may be waived when it can be clearly established that the wound was a direct result of overt hostile action.

(5) Been eligible for award of the CIB after 4 January 1969, for service in the Republic of Vietnam, as noncommissioned officers serving as Command Sergeants Major of infantry battalions and brigades for periods of at least 30 consecutive days in a combat zone.

aaa ASSUMPTIONS USED BY THE PENTAGON TO DETERMINE ELIGIBILITY FOR COMBAT AWARD

A North Korean bullet will not kill you as dead as a bullet from armed forces of other countries.

North Koreans cannot shoot straight enough to hit you. You can only get killed when they aim at you and miss…and you get in the way of the stray.

North Koreans aren’t trying to kill you…they just like to scare the crap out of you. Unfortunately, they make mistakes.

North Koreans are such bad shots by the time they zero you in, you killed them…therefore they are no threat. You are the superior soldier!

North Korean soldiers can't tell the difference between a South Korean and an American. American deaths and wounds are accidents only. Accidents don't count.

North Koreans use Warsaw Pact ammo…it is green…it hasn’t ripened yet so it can’t kill you.

North Koreans fire "whiffle bullets"…No big deal.

We can't give you Combat Recognition, your Firefight and wound did not occur in Missouri, Europe, Central America, South America, the Caribbean, Middle East, Southwest Asia, Africa or Mars, or waters or air space around any of those.

They really aren’t North Koreans…they are imposters trying to start a war.

They really aren’t North Koreans…it is all in your head!

If you can prove the shot at you was deliberate and not an accident, we will take it under consideration.

Until you drag an NK soldiers body back with smoking weapon in hand as proof, we must consider the incident alleged.

You must be in the zone 60 days so that we can ensure you earn it.

You must be getting hostile fire pay, this way we are almost sure there could almost be hostilities.

You must be engaged in five (5) firefights because they are bad shots and the chance of the them getting off enough shots to hit you is remote. Five different occasions ensures that the actions are not a fluke and you were in danger.

Hey, you are alive! You just had a bad day! We don't issue Bad Day medals.

We can’t take the chance that the American public will find out what is going on there. We made a bad commitment and, well, we are just stuck with it!

We WILL give you an achievement award. It is really prettier on your uniform, AND it gives you credit towards promotion. One exception, if you die there will be no promotion. (Side note: 4 of these little babies will really boost a soldier’s chance of getting that next stripe.)

When something bigger than your Firefight happens, maybe we will give an appropriate award.

Without confirmation by NK that the incident occurred, we can't determine the validity or the proper award.

YOU are not important enough to receive equal recognition!

We will award combat recognition to you when the evidence is overwhelming, there is wide spread media coverage and we are pressured to the point of being unable to continue to withhold the award. Oh, if you are awarded recognition, be sure to look smart and smile for the cameras.

KDVA RESPONSE

ALLIANCE RESPONSE TO COMBAT RECOGNITION DECISIONS

The requirements are so carefully and deliberately worded that it is understood that one's chance of meeting all the criteria is almost impossible. These requirements for Korea service are obviously intended to prevent any kind of full combat recognition to Armed Forces deployed to this region. It follows the illogical reasoning used regarding service medal recognition.

1. 60 DAYS IN HOSTILE FIRE AREA

a. You might be engaged in four Firefights on four successive days, and on the next day your 60 days end in the hostile fire zone. You rotate out and you again fail to meet the requirements of 5 Firefights within 60 days.

2. HOSTILE PAY AUTHORIZATION

a. You can be in the hostile fire zone for 60 days, be in 5 Firefights and "Hostile Fire Pay" is never authorized. You lose.

3. MUST BE ENGAGED IN 5 FIREFIGHTS
a. What is the reason for selecting 5 as the number? Why not 5 engagements in El Salvador or elsewhere?

4. RECOMMENDED BY EVERY COMMANDER IN THE CHAIN AND APPROVED AT DIVISION
a. There is no mention of who or how many need to approve an El Salvador or other deployment combat award.
b. Are the superiors in Korea unable to make good decisions and judgements about hostile activities?
c. Is there a lack of trust between line and staff officers in Korea that causes a whole chain of command to have to make approvals/decisions on one substantiated award.?
d. If yes to "c", how did it get this way?
e. When an Infantry officer is deployed to Korea, does he suddenly become incapable of making combat decisions --- conversely, when an officer rotates out of Korea and is deployed to Kuwait or Bosnia, does he regain his capabilities again?
f. If yes to "e", why?
g. Is recognition such a sham all the way up the line, and so obvious to everyone, and so shared by everyone, that you expect all recommendations to be bogus and have to verify them more closely?

SOME SIMPLE QUESTIONS

Que. Are the U.S. Armed Forces in Korea less important than soldiers in other deployments?
Que. Is defending Korea less important than Kuwait or other regions?
Que. Is duty in Korea so great that it is its own reward?
Que. Is it because other enemies are "badder" than the North Koreans?
Que. Is exchanging gunfire with a North Korean not a combat situation?
Que. What is the name of the Operation in Korea authorizing CIB recognition with start date after 5 Jan 1969 and ending before 31 Mar 1994?

SOME SIMPLE COMMENTS

FACT: The 60 days requirement doesn't apply elsewhere.
FACT: The 5 Firefights rule doesn’t apply elsewhere.
FACT: It does not take each superior up the chain to sign off on a recommendation for an award elsewhere.

The hostile fire zone is too small. It should be the whole peninsula and immediate surrounding territorial waters and air space.
Combat is where it occurs, not where someone chooses to define the limits. This is not touch football where the playing field is established and the game has its boundaries and a set of rules. Combat is where your enemy chooses to kill you! No rules, arbitrary locations, no boundaries.
OLD JOKE WITH MODIFICATION

How many JCS members does it take to change a military regulation? Answer: None. The civilians in control make the changes…the JCS just says, "What ever you say, Sir".

THE BIG QUESTION: JCS, WHOSE SIDE ARE YOU ON?
