Both are great KF system. What's their difference and which one is better for taller people?
Also, which one develops more internet power(chi)?

Well, both styles are pretty equal and well balanced. I think either would be a good choice for you, but choose the one that has the best sifu in your area. After all, how good you are depends on how good yoru sifu is, and how hard you train. Both styles also share the same root, and there is a famous saying in Chinese martial arts "hung tao, choy mei". It means, hung (hung gar) in the beginning (head), choy (choy li fut) in the end (tail).

I agree with Paul that it is very important to have a good sifu. Both styles are very good.

Just one point I like to make.
"Hung Tao choy mei" is a description of Jow Gar.

Jow Gar is a combination of Hung and Choy Gar.
It has the techniques of Hung Gar plus the footwork and kicks of choy gar.
