In Bung Bo we use the hands at the same time. Defends the high line and makes the kick harder to see.
McGregor just did the kick by itself. Not as good tactically.
Yes, not using the hands at the same time makes it not such a useful move. Although when I trained Beng Bu, I never really cared for that kick myself. IMO, it puts the user in an awkward position, even if it were to land.
Since Conor is a big admirer of BL, it's also possible that he could have gotten the idea from watching him.
Although different from the Beng Bu kick, the snappy little behind-the-back upward sole kick at 0:02 is commonly seen in many northern Long Fist and Eagle Claw forms:

Also, BL seemed to like showing weird, behind-the-back twisting moves, like the low leg sweep at 1:32 and, once again, showing the upward snapping sole of foot slap at 1:57:
