    No he didn't. He dipped into "special funding" to make it look like he did in an atempt to impove his public image after the Lewinski incident. It was kept hush-hush, but if you kept an eye on the better news groups, you would have read about it. The resession we are in started because of it, and is being blamed on Bush II and 9/11. Not that I think Bush is doing the greatest job, but put the blame where it belongs.
