Chow Gar's full title is "Tung Kong Chow Gar Tong Long Pai", which is "East River Chow Praying Mantis Sect".

Don't know any more about it.

    East River Fist

East River Fist is refered to the three main short range styles of that area.

    Lung Ying (Dragon Shape)
    Bak Mei (White Eyebrow)
Nam Tong Long (Southern Praying Mantis)

Some have also included as you mentioned those other styles (Hung Ga and Wing Chun).

Mok Ga (Mok Family) from Lam Yum Tong Si-gung is also included in this category.

East River Fist comes about from the story of the Three Tigers of the East River

Lam Yiu Gwai (Lung Ying), Cheung Lai Chung (Bak Mei), Lau Soi (Nam Tong Long).

After Lau Soi Passes away Lam Yum Tong ( Mok Ga) is placed as one of the Tigers who were challenged by the Five Tigers of the North.
