Go to an Army surplus store and buy a duffle bag.

Fill large ziploc bags with sand, duct tape them closed, and put them in the duffle bag until it weighs what you want it to.

For those that don't want to buy. Use old blue jeans. Cut the legs off, sew'em up good, add hanging elements as necessary. You could even take them to a tailor if you don't have a grandma.

It doesn't have to be pretty.

What has to be pretty is girls and cakes and flowers.

Everything else should be somewhat rustic with a little smear of crap on it.

Making a Super Simple IP Bag

Step 1 - Cut off a pair of old Jeans at the knee.
Step 2 - Turn one of the cut off legs inside out.
Step 3 - Securely stitch one end of the inside out pant leg shut with two rows of close stitching (first row - 1/8" from end; 2nd row - about 1/3" from end)
Step 4 - Flip the pant leg inside out again so it's back to normal.
Step 4 - Fill bag with IP training material, leaving about 2 inches of foldable material (1 inch beyond the fold, 1 inch before)
Step 5 - Fold the open end of the bag and stitch it shut with 2 or 3 rows of close stitching.
Step 6 - Place IP bag stitching side down on hard solid surface.
    Step 7 - Begin training.

Optional - I often add some Jow to the bag when I'm applying it on my hands at the beginning: 1/2 tsp for me, 1/2 tsp for the bag

Optional 2 - add 2 Grommets to the folded section to make a Hanging bag.
