It is 柳生心眼流 . Unfortunately, I am away from home without my Japanese dictionary or I would translate it for you. The third kanji (心) is "heart". The last kanji is (流) is "style" (ryu = literally, "flow")).
Though it looks like drunken epileptic style.
Some of the moves remind me of Yagyu Shingan Ryu Taijutsu.
You're absolutely right, it is Yagyu Shingan-ryu. And you've probably chosen the most bizzare footage of them out there - it's a style of drilling they do to work on individual techniques in their short kata, as well as build their aerobic fitness.
Interesting art, and the guys in that clip sometimes test their stuff in sanda competitions.
I like seeing their yoroi-kumiuchi. They have some very effective methods.
