Everyone has different ideas, the way I was taught was that it is definitely not for conditioning but I know that others on here would disagree. I would advise you to make up your own mind / ask your sifu. If your lineage emphasises sensitivity then deadening the nerves in the forearm would seem counter productive, on the other hand if you train to blast through then conditioning would be a good idea.
