You are talking about "切(QIE) - front cut" and I'm talking about "纏(CHAN) -twist". Most of the time a "蹩(BIE) - block" can be changed into "切(QIE) - front cut". It can also be changed into "纏(CHAN) - twist".

The "纏(CHAN) -twist" may be used more in the Baoding style SC than used in the Beijing style SC.

Have you (or your teacher) ever seen anybody use it?

it looks similar to this in application - the guy makes it almost catch wrestling like, in that you're givng away a lot to get your position at any cost

When it does happen, it's fast and hard and over quick. Either I'm standing or he's standing. That's Real.
