It is sad that (apparently) even the recent blu-ray edition of this movie does not include the missing scene (the synopsis has not changed).

Master Tan did not kill the brother of Peng Pa. Peng Pa's brother was killed by the students who were watching the match, out of disgust/shame. This scene was shown in the movie theater. Master Tan tried to clarify this before the final duel, but Peng Pa quickly went into action.
