fill in the city and bring the surface level up to the top of the levees. then rebuild retaining walls/levees/sea walls on top of the improved base.
that done build tai pei one type buildings to increase capacity of secure housing and business venues.
covering the debris level with dirt will protect the new living level from the toxins if layered in the proper fashion. additionally this layering of permeable and impermeable layers can allow surface accumulations to flush the toxins though a silica filter. the filling in will cost approximately 1/3rd the cost of the cleanup.
